Im Gegensatz zu den zentraleuropäischen Staaten wird Einwanderung nicht grundsätzlich als ein challenge wahrgenommen, sondern auch als notwendiges point einer international konkurrenzfähigen Wirtschaft. Daraus ergibt sich, dass Spanien in jüngster Zeit über Migrationsabkommen gezielt internationale Politik betrieben hat und administrativ-logistischen Voraussetzungen für temporäre Arbeitsmigration immer weiter ausbaut.
